Just a thought but in the US, where public money is often used for stadia construction, a pretty successful financing measure is boosting the sales tax on hotel stays. There isn’t much complaining about that sort of tax because it falls on people from outside the local area. This worked pretty well for the public sector’s part in financing the Seattle Mariners baseball ground.
